सातवें वेतन आयोग की सिफारिशें बिहार में 1 अप्रैल 2017 से लागू हुई थीं, जिसके बाद राज्यकर्मियों को केंद्र सरकार के समान वेतन और भत्ते मिलने लगे। वर्ष 2025 के अंत के साथ सातवें वेतन आयोग की समय-सीमा पूरी हो चुकी है, ऐसे में आठवें वेतन आयोग को लेकर चर्चाएं तेज हो गई हैं। वर्तमान में बिहार में लगभग 3.5 लाख से अधिक सरकारी सेवक और करीब चार लाख पेंशनभोगी हैं, जिनकी संख्या लगातार बढ़ रही है। ऐसे में नए वेतन आयोग से राज्य के खजाने पर अतिरिक्त वित्तीय बोझ पड़ना तय माना जा रहा है।
केंद्र सरकार द्वारा आठवें वेतन आयोग की अनुशंसाएं लागू किए जाने के बाद बिहार में वित्त विभाग की ओर से एक स्क्रीनिंग कमेटी गठित की जाएगी। उसी की रिपोर्ट के आधार पर राज्य में वेतन और पेंशन बढ़ोतरी का निर्णय होगा। पहले भी सातवें वेतन आयोग के समय इसी तरह की प्रक्रिया अपनाई गई थी और एरियर का भुगतान किया गया था।
फिटमेंट फैक्टर को लेकर भी चर्चाएं हैं। सातवें वेतन आयोग में यह 2.57 था, जबकि आठवें वेतन आयोग में इसके दो के आसपास रहने का अनुमान है। विशेषज्ञों के अनुसार, महंगाई भत्ता (DA) आयोग की रिपोर्ट आने तक 70 प्रतिशत के करीब पहुंच सकता है, जिसे नए वेतन निर्धारण में मूल वेतन में जोड़ दिया जाएगा। इससे कर्मचारियों और पेंशनभोगियों के वेतन में अच्छी-खासी बढ़ोतरी होगी।
हालांकि, एरियर पर आयकर लागू होगा और कई कर्मचारी 30 प्रतिशत टैक्स स्लैब में आ सकते हैं। इसके बावजूद आठवें वेतन आयोग से राज्यकर्मियों की आमदनी में उल्लेखनीय इजाफा तय माना जा रहा है।
